[bug]: Active shortcuts are marked as inactive

Description

In PHPStorm (i guess should affect any Jetbrains IDE) the are shortcuts marked as inactive even when they are active at the time. When editor is in focus there are many active options in "Code" section. E. g. "move statement down/up". See screenshot.

Expected behavior

Expecting to have correct in/active status. Wanted to use this tool in "hide inactive items" mode to see what i can do with keyboard "right now", but is not usable in this scenario.
