makeDictionary do not get the words from txt and hml files

Hello As I mentioned in my new PR (#274), I add some txt and xml files for persian language dictionary but the "./gradlew :languages:persian:pack:makeDictionary" does not build the dictionary from inputs and my xml backup in AnySoftKeyboard app (Using android SDK and linux terminal and then android studio, both failed). Is there something that I've missed?
