Two new languages: picard and alsatian

We created two new language-packages for picard and alsatian languages. We will upload the installers to Play Store ourselves, but we need both branches to be created on the Github repository.

The packages were created following the old branch-based structure.

Thank you There a problem with creating new branches for merging the old structure. The branches will point to the the latest master, and you will not be able to merge. Can you migrate the language packs to the new structure? I can help, if needed
