Blasted tweak

Blasted provides 0.8x reload multiplier, assuming effect similar to shockwave from stun grenade that leads to reload & targeting malfunction.

Blast ammo used by ripple, swarmer, cyclone now provides 2s blasted effect.

Blasted provides reload debuff, being an alternative to electrified(yet blasted being weaker), allow defense turrets to apply it.

This makes production cost & risk of storage more worthy as blasted could be useful on its own while remain effective with freezing synergy.

Unit weapons could also benefit from this & help with defense.

Swarmer becomes burst-fire weapon with slow reload but high bullet damage.

the consensus was that blasted is too easy to apply, which means the debuff inevitably leads to having only that 1 ripple/swarmer to apply it and then completely neglect blast compound ammo

There's too little comment & lack of test data as evidence so there's hardly any actual 'consensus' or 'conclusion'.

It did show again messages in that channel is so mixed up that people are unaware of a topic until they see a PR.
