ADD light theme for the new web

Currently, our palette is set up for a dark theme. We might want to reconfigure it in some way and make sure that colors aren't hardcoded anywhere.

@nysteo didn't you have a dark/light theme switching somewhere? I think that you might have put it in an issue for the big redesign.
