Option to unlock Space Elevator tiers

Not sure if this is currently possible but I can't find it.

It's possible to directly unlock milestones, but not to leave the milestones locked and just unlock the tiers themselves (as if the Space El just got sent up with a load of project parts). Can this be added?

Clarification: It is possible to change this if you have a Space El installed - right-click and Change Phase. I didn't know to look there. Would be nice to have the same feature available elsewhere too still; you can mess with MAM unlocks without finding an actual deployed MAM, for contrast.
