Request: WBI experiment update to include Castillo Observatory

The WBI experiments that can be run while LANDED / PRELAUNCH (e.g. WBIGooStudy) should have the Castillo Observatory as an allowed laboratory to run them.

As it stands right now, you can put experiments into those four slots the observatory provides, but you can't actually run them if it's the only laboratory you have on your base.
