UI: separate fairing deployment from staging

The topmost fairing shall be configurable to deploy separately from interstage fairings.

• Topmost fairing shall be triggered when deployment pressure is reached.
• Interstage fairings shall stage in the order of the normal staging sequence, independent of the pressure
• offer two separate toggle buttons
