[Feature]: Add Android Gradle plugin Upgrade Assistant

Feature description

Hi, currently we don't have any automatic features for updating gradle/agp..Some people downloaded old own projects with old configuration and taken error like it #1424, maybe add checking if projects used old gradle/agp and automatically update it

v2.6.0 (debug builds)
