GpsSetter doesn't seem to work on crDroid9.1

Expected behaviour

Locate anywhere by the module in com.baidu.BaiduMap

Actual behaviour

In com.baidu.BaiduMap, i still in real location, not in setted location

This happens in 高德地图(AutoNavi), Google Map and Google Earth too. The first time those apps locating is using the location I set, but after a while they will automatically correct the locating result to the actual position.

Also, Cellular-Z's NMEA frames' data report the actual location.
It seems like they corrects the location using NMEA frames.
