Updates to vagrant-box-osx

How often do you update the vagrant box for macOS Sierra? macOS 10.12.3 & Xcode 8.2.1 are both out now. It would be really nice to have these as part of the base vagrant box.

Hello.

Unfortunately, right now build is manual and it takes a while, so I only update it when some major releases are out. But I'll see if I can use Travis-CI to automate this process.
