I think you can try grunt "newer" package

Usually this package works to process only newer files (but I didn't tryed it with bower): https://www.npmjs.org/package/grunt-newer

@jamilbk there won't be high fees for aggregated logs streamed from the portal, it's only expensive if you stream them for every packet
