Bookmark "conflicts" refer to completely different bookmarks

The example image shows two very different bookmarks shown as a conflict. I am assuming that in the backup files they share an ID of some sort, but from a users perspective, if they refer to different publications or location in a publication, they are independent and should not be in conflict.
