.NET Framework installation does not proceed

Problems Description
NET Framework 4.0 installer does not work. It launches, but the progress bar at the bottom does not move at all and does not proceed. I get the same result with box64cpu.dll and libwow64fex.dll. xtajit.dll crashes before opening. For libwow64fex.dll, I also tried using the one in the official FEX-Emu PPA repository, with the same results.
In fact, few emulators have been able to run the .NET Framework installer without problems. However, when I recently built and ran Wine according to FEX-Emu's instructions, the installer worked, so I assumed this was a bug caused by a change from upstream.
By the way, once installed, you can run .NET on Hangover. NET. Apart from a large number of errors in the case of box64cpu.dll, the performance is not bad. For libwow64fex.dll, it works fine, but performance is a bit worse in some scenarios.
As for xtajit.dll...not even worth a try :)
I failed to install .net 4.0 with both variants mentioned. For Hangover it behaved as you described, for bylaws tree it got a bit further and was stuck in a loop.
Did you wait 15 to 30 minutes? bylaws tree took some time but I was able to install it. It may just be that the Xperia 1 V and Xperia 5 II are more compatible than your arm64 device.
NET successfully installed with hangover-10.0-rc6! But sometimes it doesn't work... Well, it is a great breakthrough. Thank you very much.
Yeah, i need .net for bizhawk. It said it successfully installed, but bizhawk looks for wine mono which still can't be installed?

@AndreRH I was also thought to open an issue about mono, & dot net related but already one issue open ..
Any update about wine mono & dot net runtime? With first wineboot mono should be install automatically but it's not happening.. even with manually installation mono installed successfully but any dot net related games unable to open..
