scrollbar flashes with each character typed

Using Chrome, copy and paste the following into the "uncontrolled mode" section of the demo website:

Make sure to include the spaces when copying and pasting.

Type something at the end and each character typed the scrollbar will appear and dissapear. It might take some fiddling to reproduce depending on the size of your browser/monitor.

Can't quite reproduce this on my machine, would be great to have exact repro steps - including dimensions of the browser window, system etc

That's odd. I'm using windows 10. The browser dimensions shouldn't matter that much as I can reproduce it when the window is half size and quarter size and on my laptop. My desktop resolution is 1920 x 1080. The body element is 1075x2954.940 with devtools open and the browser taking full width of my screen.

Oh and my chrome version is the latest (Version 76.0.3809.132 (Official Build) (64-bit))

Ok, I've reproduced this on Windows - couldn't do it on Mac. I suspect that this might be some rounding issue, but can't be sure.

I have no idea when I find time to get to this, any help would be appreciated.
