Add a dialog to the 'Feedback/Bug Report' that explains different issues and how to resolve them

This dialog could direct people to the correct location to raise an issue about a document encoding problem.

It could also direct people to Git for submission of a feature request.

And to send us an email for general support.

I think that might reduce the helpdesk tickets by 25%
