[Feature Request] getMaxLTV, getSafeLTV

Now that max/safe ltv is a value that can change and with eth potentially having a different LTV can we get a getMaxLTV and getSaveLTV function for borrow.

should also be allowed to feed it the asset to check the LTV for so feeding it bluna or beth will return their respective LTV or have it return a dictionary of all LTVs that programmers can sort through on their side.
