Userscript not working at all

It's neither showing the dislike count nor the bar this time around. I know the Browser Extension (Firefox) works fine, but I prefer something I can more easily turn on and off if issues pops up.

I'm running the Userscript on Chrome and I'm able to see the dislike count, but the bar is nowhere to be found.
