Set Biome doesn't support custom biomes from data packs

The set biomes option currently doesn't pull all biomes from data packs.

To Reproduce Steps to reproduce the behavior:

  1. Add a biome via a data pack to the world
  2. Select an area
  3. Click on operation
  4. Select set biome
  5. Notice there's no way to set the selected area to the biome added with the data pack

Expected behavior Biomes from data packs added to the world folder would be parsed and added to the list

The cave biomes are present in v0.8.18; but custom biomes are not supported still
