Added the cython leveldb library

Note: do not merge this yet. We should do some test builds before merging it.

Added a cython leveldb wrapper. This was added before but removed again due to segmentation faults that I did not have time to debug. I think these issues have now been fixed.

This has been split off into its own repository which I will merge at some point. I will close this and open a new pull request when I do so.
