What did you install on the hard resetted Windows install? Is it possible to record a video on this so that I can know what happened?

Please try updating to 22635.3566, I observe no issues there.

Reproduced the issue on 22635.3570, happens when the start menu (both 10 and 11) is closing. Workaround for now is to avoid using the Windows 10 taskbar.

The crash seems to be related to Win+X which needs adjusting to the latest Beta builds.

Fixed in the latest prerelease, however I will be keeping this open for visibility.

Yes. Those files are essential. Microsoft doesn't seem to like EP anymore, so they have marked this as a virus. Compiling EP yourself seems to be the only option now...
