Is there something like {latest} in conan that could be used in this example?

there is no such thing according to the documentation: https://docs.conan.io/en/latest/versioning/version_ranges.html

though we could add replxx/[>=0.0.2]

better would be a badge, though CCI still not there https://github.com/conan-io/conan-center-index/issues/1042
