URL for Tags does not seem to use baseURL

Describe the bug With a blog using a baseURL in the form sub.example.com/blog, tag URLs are in the form sub.example.com/tagname instead of sub.example.com/blog/tagname

To Reproduce Configure the baseURL in hugo config to sub.example.com/blog.
