Temple of time is locked. (I think that means I need the three stones to open it) but the Goron Ruby is in the forest temple and the Zora Sapphire is in the water temple how am I supposed to get those if I can't become an adult?

or am I missing something?

The requirements are likely looser than you think. Just try finding the Song of Time.
