[Feature]: Rules engine action handlers ITs

Context

Rules engine integration tests were present in v9 of otter. With the split of action handlers on specific modules (config, loc ...) the integration test of RulesEngineRunnerService should adapt.

Proposal

Create an integration test by action handler module (@o3r/configuration, @o3r/localization...), which will test the output of the action handler.
