Create "build" Github workflow

The Makefile (or justfile #413) is great for offline use, but having a build workflow on Github that creates the bundled files would be very handy. It would also allow automated releases on Github and the Steam workshop.

Take szapp/patch-template for inspiration on VDF-creating and szapp/Ninja for creating a NSIS setup.
