NPC does not respond to a dialogue request.

Describe the bug: NPC does not respond to a dialogue request. NPC has constantly bused animation (mage book reading, sharpening a sword, etc) depends on the role.

Expected behavior: NPC respond to a request for dialogue.

Steps to reproduce the issue: I didn't find the right way to reproduce this issue, it happens unpredictably.

Additional context I noticed that if perform save-load action while NPC is "busy", then the dialog appears immediately after loading save. Seems this bug accured only with community patch.

This issue should have priority. We should make sure the G1CP does not introduce heavy bugs like described here.

  1. I would like to get started on reproducing the issue reliably on our end.
  2. I would like to confirm the relation to #390. Do both reports describe the same problem? One says it occurs from save/load, the other says it's fixed by save/load, if I am not mistaken. Let's close #390 if they are indeed duplicates - or have the same origin.

To pin point the issue to own specific of our fixes, it's best to work with the latest release version and selectively disable individual fixed from the ini. The exact procedure I imagine as follows.

  1. Use a fresh instance of the latest release version.
  2. Find a way to reliably reproduce the issue with all fixes enabled.
  3. Disable all fixes to check if it's actually a fix that is responsible. If not it might be a core mechanic if the G1CP.
  4. Use a strategy of narrowing down on the fix.

If I had to guess, I'd see a relation to fix #193.

@AmProsius I will add this to the milestone of the next release. We should probably not release before this is resolved.
