Text in UI editor: add text without existing key

Description As a service developer I need to be able to add a text in the UI editor when the text does not have an existing text key to attach it to.
The user creates a text and types inn a text key (with some instructions on good syntax?). A new text key with corresponding text key is added to the text file.
In the user test performed in april 2019, it caused a lot of confusion that it's not possible to add a text to a component in the UI-editor.
