Migrate Eformidling project to .NET 6/7 and update reference packages

Eformdling.csproj in src/Altinn.Common/Altinn.EFormidlingClient/Altinn.EFormidlingClient does not run. Targetframework should be migrated to .NET 6 or 7 and referenced packages should be updated as well.

Test project should also be updated: #9821
