Description Update dashboard with new design and illustration for empty dashboard

Navigation from/to (if relevant) When the user has no services on its dashboard, the dashboard should be dispayd like this

Technical considerations Input (beyond tasks) on how the user story should be solved can be put here.

Acceptance criterea

  • If the user has no services show this dashboard (either its own og the org the user is linked to has no services)
