Landingpage for the data modeling tool

Description

As a appdeveloper I would like extra guidance when I enter the data modelling tool and there are no datamodell uploaded or created. (Empty)

This could be handled by a landing page design guiding the user towards the two choices. Upload an existing datamodell or create a new.

Design

• [ ] Grey out the background and buttons
• [ ] Add a Panel with two buttons
  • [ ] Primary button for upload
  • [ ] Secondary button for "start from scratch"
