Model Editor - Stand alone mode

Introduction

In order to support models that don't belong to an Altinn 3 app for example shared models or Altinn 2 models, the Model Editor needs to be able to run in "stand alone" mode.

In scope

• Create a stand alone version of Model Editor without the app context.
