Resourceadm: allow publishing resources to AT21 and AT24

Currently, it is only possible in the frontend to publish resources to the following environments: AT22, AT23, TT02 and PROD. In order to speed up testing, resource admin should allow users to publish resources to AT21 and AT24 as well.

RRR access lists should also be available in AT21 and AT24 as well
