Add .inner. materialized tables to upload / download, only if they present on disk / remote backup

After fix https://github.com/Altinity/clickhouse-backup/issues/613

if we just create MATERIALIZED VIEW and it was not triggered (for example source table not exists) then no .inner. table present in system.tables
