Operator parameters

Operator deployment and upgrade currently do not accept any parameters except for the namespace. Installs should, at a minimum, allow the user to establish a non-default password, and optionally set watchNamespaces. Upgrades should preserve these settings.

Upgrades do preserve settings now. Setting these parameters requires reading and writing both the ConfigMaps and the operator CRD, which is out of scope for v0.1.1, so I'm removing this from the milestone.
