[Feature] - Improve Plot Pasting

There should be two options to paste a plot:

1. Use the server/bungee messaging system to inform the Terra server plugin to paste the plot (fast way)
2. Use the current system to check on the Terra server every hour to paste unpasted plots (slow way)

This option should be configurable in the plot system config.
