[Feature] - Improve surrounding area (fixes Axiom + FAWE)

Currently, it's the problem that axiom cannot be used because their World Guard Integration doesn't respect region priority the right way. I already create a bug report on their discord.

Afaik, we can just not set the build deny permission for the surrounding area region and it will be fine.

Also, we should not add the owner & members to the surrounding area region so we can use the default FAWE WorldGuard Integration & don't have to maintain a custom WGEF Fork - which currently doesn't work anyway for parts like //line.
