[Feature] - Make CIM completely deactivatable via Config

Is your feature request related to a problem? Please describe. Currently, the City Inspiration Mode (even the concept is quite cool) is a mess and have some bugs which have to be fixed before it's usable. So for now, Server Owners needs a way to disable that mode completely.
