[Bug] - Overlapping Regions in City inspiration mode

Description

Some Players are unable to build or use WE in City-inspiration-mode /rg list shows a lot of regions overlapping Worldguard regions belonging to other Plots on his Plot, in which the Plot Builder has no rights to build. If i add him as Member to all regions he is able to build again

Steps to Reproduce

  1. Create 2 Plots plots in Mode 2
  2. Join 1 Plot
  3. Do /rg list

Possible Solution

Only create Worldguard regions if the plotbuilder is online

I don't seem right for me. We should just use the global region for that. I think it's completely okay when the whole plot world is available, and you can join them.
