add warnings to networks screen to show status

add notifications:

  • explorer is unavailable,
  • fetch transactions, events failure.

Who do we show the warnings to?

it could be greate to add warnings (icons) on rpc servers screen with providing information to user about:

  • chain state (is rpc server available)
  • etherscan url validation, (is its valid and returns some data).

would be easier for developer to track added chains.
