Change all search bar behavoir so we don't resize the table view when keyboard appears/disappears, instead hide the keyboard upon scrolling starts

Simpler to code and maintain and avoids issues like #3861.

We can make exceptions in certain screens if necessary. I don't know of any which requires that at the moment.
