fix error No implementation found for method set_android_notification in the sdk 31

iwas havving this error for andorid sdk 31 and the following changes helped me

The essence of this PR is covered more cleanly by #151, so I'd vote to keep #151 and close #149.

Also, many people have forked this repository and committed this change "locally". In https://github.com/haukepribnow/background_location/pull/4, I've tried to rewire the diverging histories together again as much as I could.
