change debounce delay?

Not sure what a good delay is. It's at 300 right now but might need to be higher - entering in dir paths can be slow and the user doesn't want arepl to evaluate untill they have entered in full path. 450 is enough to type in path without inbetween runs.

I went to a python meetup and one user said that the delay was too fast. He also mentioned that with quokka he would prefer to execute code manually, but rather than checking settings to see if it was configurable he just uninstalled it. Maybe that's what's happening with AREPL in some instances.
