Add installation scripts

Hey,

I've added two scripts here, one for Linux and one for Windows written by me that would significantly help newcomers contribute to the almalinux.org website in my opinion.

I also updated the README.md file respectfully.

Feel free to change them however you want :smile: I just thought this might help.

I now noticed that npm is not needed, those scripts were initially built for another project, and I thought this could benefit here. Now I'm not so sure as the only dependency that needs to be installed is Hugo but this can help with the user experience nonetheless.

I'll change the scripts to install only Hugo if you guys want to use it.
