Support get lost file

What changes are proposed in this pull request?

Support get lost file from alluxio master

Why are the changes needed?

To find and handle the lost file

Does this PR introduce any user facing changes?

Add an admin shell command

 bin/alluxio fsadmin getLostFile
Size of lostFile is 0

or

 bin/alluxio fsadmin getLostFile
<FileId>
Size of lostFile is 1

I just saw this PR https://github.com/Alluxio/alluxio/pull/15511. Do you think it make sense to add an option to this commmand that controls whether to output file ids or paths? I can see in some cases getting file ids can be useful, too.
