While the setting within the Jupyter Notebook is set to true, when I am using the theme I an unable to scroll past the last cell Any suggestions

That's weird. Scrolling works fine on my computer. And the scroll padding style is the same as default jupyter theme.

Still problem if switch to Jupyterlab Dark theme with theme-scrollbars enabled?
