[Bug]: The file explorer can't open non-utf8 files

Describe the bug and reproduction steps

The file explore currently seems to not be able to display files of non-utf8 encoded files.

Repro steps:

1. Select ponyorm/pony as the repo
2. Open this file in the explorer: https://github.com/ponyorm/pony/blob/main/pony/converting.py
