[Bug]: Submit button can become unresponsive

Describe the bug and reproduction steps
I noticed that when there is an error with the agent, the “submit” button does not work. It was a bit jarring to not get any feedback from the button. It probably should have a disabled state with some note.

The behavior is as designed. You can't send a message while the runtime is starting. I agree though. This should be disabled in a better and more obvious way to the user.
