[Bug]: [Resolver] Anthropic timeout doesn't comment errors to issue

Describe the bug and reproduction steps

My personal account is Teir1 for anthropic, so I have a 40k tps limit. This caused OH resolver to fail... then fail to tell me it failed. image

The error points to this line,

Going to tag this as resolver since that's what you seem to be using but it may be an issue with OpenHands itself as well.
