Is velero-plugin-alibabacloud:v1.2-991b590 equivalent to velero-plugin-alibabacloud:v1.2

I see that you are using velero-plugin-alibabacloud:v1.2-991b590 as per https://github.com/AliyunContainerService/velero-plugin/blob/master/install/01-velero.yaml#L78.

We have a scenario where we would like to install velero 1.3.0 on Alibaba cluster on china landscape and on Europe landscape. Can we use velero-plugin-alibabacloud:v1.2 for both landscapes? From our experience velero-plugin-alibabacloud:v1.2 version is not initialized with velero 1.3.0.
